【摘要】 运用调查法,以我国青少年体育发展与竞技体育后备人才培养为研究对象,对其目的与意义、现状与问题、机遇与挑战等问题进行探讨,提出了当前我国青少年体育发展目标与思路。主要结论:青少年体质健康状况持续下滑未能得到有效改善;竞技后备人才培养与经济社会发展不相适应;青少年体育工作分为竞技体育和群众体育两大范畴。从竞技范畴看,建国以来竞技后备人才培养工作经历了从无到有、从弱到强的发展历程,目前,高、中、初新三级训练网络初步建立,体教结合得以深化,社会"办训"积极性很高,后备人才培养得到有效改善。但"业训"理念滞后、学训矛盾突出、文化教育薄弱、体校出口不畅、在训规模萎缩、选材面狭窄、竞赛管理不善、资源配置不合理等问题未能得到根本改变。转变青少年体育发展方式,实施青少年体育活动促进计划,构建青少年体育公共服务体系。实施竞技体育后备人才培养工程,构建适应社会发展的竞技体育后备人才培养体系。重点做好青少年体育法规制度建设,进一步加强运动员文化教育与体校规范化办学等工作。更多还原

【Abstract】 China youth sports development and competitive sports reserve talents cultivation were taken as objects, with the method of survey,this paper approached its purpose and meaning,status and problem,and opportunities and challenges. And then put forward develop goals and train of think for China youth sports. Main conclusions: Lack of effective improvement in youth health continuous declining. Competitive sports reserve talents cultivation is not suitable with social development. Youth sports task can be divided into two categories which are competitive sports and mass sports. Competitive sports reserve talents cultivation has experienced a developed procession from naught to occurrence,from small quantity to large quantity. The new three levels training network,including advanced,middling and primary,has been initial established. Combination of sports and education has been deepened and social training school has a high mood now. Reserve talents cultivation has been effectively improvement. But amateur training still has followed problems: concept lad; sharp contradiction between learning and learning; culture education lag; poor export of sports school; training scale shrink; talent-selecting field narrow; mismanagement of competition; improper distribution of resource. This study suggests to change development way of youth sports,carry out youth sports activity promote plan and construct youth sports public service system. At the same time,we should carry out competitive sports reserve talents cultivation project which suits social development. The points are to reinforce legal system construction,heighten further culture education and standardize operation of sports school.更多还原
