【摘要】 大多数中小型国有集体企业通过"双置换"改革获得了生机和活力,促进了地方社会和经济发展。但是,随着时间的推移,部分"双置换"企业在发展模式上却出现了"返祖"的回归现象,呈现出内部治理不完善、管理水平下降、政府行政干预过多等问题,影响了企业的健康发展。本文在指出回归现状的基础上分析了其根源和成因,并探讨了保持"双置换"企业健康发展的措施。更多还原

【Abstract】 Most of middle-small sized state and collectivity-owned enterprises were vitalized through "double-transformation" reform,which facilitates the development of society and economy of local government areas.But,some of them increasingly regressed to traditional development patterns and developed unhealthily, with obvious problems,such as incomplete internal governance,low management level,excessive government intervention,etc.On the basis of description of regression situations,the paper analyses rotes and causes of the regression and discusses measures taken for the enterprises’ healthy development.更多还原
