日本《体育基本法》对我国政府体育管理职能转变的启示

【摘要】 2011年日本颁布的《体育基本法》对其体育事业发展的诸多事项进行重新规定。对日本《体育基本法》进行解读,认为:目前我国政府体育管理职能的转变应借鉴日本经验,强化政府"掌舵"职能,扶持体育社团与社区体育发展,促进"普及"和"提高"的均衡发展。

【Abstract】 The Fundamental Law of Sport issued in 2011 in Japan has new regulations in many aspects of sport development.This paper interprets the law and holds that,China should learn experience from Japan in term of the transformation of sport management function for Chinese government,that is,it should strengthen the steering function,support the development of sport associations as well as community sport,and reach a balance between the development of "popularity" and " improvement".
