基于模糊优选BP网络的水利工程建设管理绩效评价
Water Conservancy Construction Management Performance Evaluation Based on Fuzzy Optimization BP Network
【摘要】 水利工程绩效评价是管理控制系统的核心,需要综合考虑多种因素。从我国水利工程管理现状出发,以项目管理全生命周期为框架划分了管理绩效的衡量指标及影响因素,综合定性指标和定量指标,提出了水利工程管理绩效综合评价指标体系。针对现有研究方法的不足,结合模糊优选理论与神经网络理论建立模糊优选BP网络权重调整模型,用Matlab计算综合评价结果并对其分级,为水利工程绩效的分析和评价提供了科学依据。以东深供水改造工程为例,进行了基于模糊优选BP网络的管理绩效评价,效果较好。
【Abstract】 Water conservancy project performance evaluation is the core of the management control system,and the manager needs to take factors fully into account.According to the current situation of water conservancy projects’ management,this paper designates the measurement indicators and influencing factors of performance management with the whole period of project management as the frame,and presents a water conservancy project management performance evaluation system combining qualitative and quantitative indicators.Against the weakness of current research methods,combined with the fuzzy optimum selection theory with the neural network theory,fuzzy optimization BP network model is established to adjust weight.And then the results of comprehensive evaluation are calculated and graded with Matlab.The method provides a scientific basis for water conservancy project performances.Finally,taking Dongshen water supply improvement project for an example,the proposed model is applied to evaluate management performance and it has good effect.
