【摘要】 近年来,美国战略重心东移已成定局,北约虽仍在其主导下发挥跨大西洋纽带和欧洲安全保护伞的作用,但也在试图走向全球。与此同时,欧盟共同安全与防务政策(CSDP)的发展也日渐引人注目,不仅内部建设颇有成果,还开始发挥独特的国际影响力。这种情势迫使与两大组织关系密切的欧盟国家,在安全防务问题上做出与冷战时期不同的新选择。本文根据不同情况,将欧盟成员国分为"大西洋主义"、"老欧洲"、"新欧洲"、"前中立"四类国家,通过分析它们对北约和CSDP的态度变化,归纳总结其在安全防务归属上的新特点和趋势,并据此展望了欧盟与北约未来在安全防务问题上的竞合关系。更多还原

【Abstract】 In the recent years, the strategic eastward shift of the United States has led to the transformation of the NATO’s role in Europe. While it is still providing the security umbrella to Europe,it is at the same time consistently pushing its strategy to "go global". On the European scene, great successes have been achieved in the EU’s Common Security and Defense Policy(CSDP),in view of both its internal institutional building and the unique international influences. This situation forces the EU Member States to make choices different from those in the Cold War period when formulating their security and defense policies. Against this background, the author classifies the EU Member States into four categories, namely,the "Atlanticists","Old Europe","New Europe" and "Former Neutrals". By analyzing the changing attitudes of these countries towards the NATO and CSDP,this paper tries to find out the new characteristics and trends of their security and defense policies and the future competition-cooperation relations between the NATO and CSDP.更多还原
