【摘要】 制度建设面临着许多无法克服的技术难题,制度完善必然遭遇到各种成本约束,任何具体的制度都具有利弊共生的悖论性质,制度建设面临着利益分歧与动机对立的主观动机障碍和有限理性的主观认识障碍。因此,必须把克服技术难题作为制度建设的根本性任务,使制度建设投入的边际成本等于其边际收益,增强制度之间的协调性、匹配性,努力消解制度的负效应。制度设计要合理兼顾精英阶层、中间阶层和弱势阶层三方的利益关切。更多还原

【Abstract】 The system construction encounters a lot of technical problems unable to overcome and sys tem improvement will naturally meet with various cost constraints.All systems in practice have the paradox of advantages and disadvantages symbiosis.System constructions will face subjective motive obstacles of diver gent interests and opposite subjective motivation and limited rational subjective cognition disorders,so we should put overcoming technical problems of system construction as a fundamental task to keep the marginal cost of system constructions equal to marginal revenue of them,to enhance the system coordination and match ing,and try our best to dispel the negative effect of systems.System design should give considerations to the in terest among the elite,middle and weak classes.更多还原
