【摘要】 为评估分析水体污染控制与治理专项中城市水环境主题海河流域等示范研究项目的课题实施情况和研究成果水平,开展了课题关键技术及示范应用的绩效评估方法和指标体系研究。提出的课题绩效评估体系主要包括课题组织实施情况评估和课题技术成果评估两部分,在指标和权重设置方面综合考虑了城市主题相关项目(课题)的研究任务涵盖范围及成果产出类型,同时还引入了关键技术成果的技术经济评估和社会(环境)效益评估,这将有助于引导课题承担单位更加关注所研发技术的实用性、适用性、经济性和社会环境效益,也是对科研课题进行综合绩效评估的有益尝试。更多还原

【Abstract】 To appraise and analyze implementation and research achievement level of demonstration projects about urban water environment subject,like Haihe River basin in water pollution control and management special project,the performance evaluation method and index system on key technologies and demonstration projects were studied. The proposed performance evaluation system had two parts,including management evaluation and technology achievement evaluation. The research range and achievement type of relevant projects were considered in setting index and weight,and the techno-economic evaluation as well as social and environmental benefit evaluation were introduced,which is conductive to focus on the usability,applicability,economy,social and environmental benefits,and is also a beneficial attempt at comprehensive performance evaluation of scientific research subjects.更多还原
