公共政策的公共性测度——基于武汉市交通拥堵治理政策的实证研究

【摘要】 公共政策的公共性评价是一个重要但未得到充分研究的问题。以武汉市拥堵治理政策为研究对象,在问卷调查的基础上,借助因子分析和层次分析构建了公共政策的公共性测度模型,并结合武汉市"ETC拥堵收费"和"车辆尾号和单双号限行"政策对该模型进行了验证。该模型也可拓展至其他公共政策的公共性评价。更多还原

【Abstract】 This essay aims to investigate the publicness measurement of public policy.The empirical research has been conducted in the context of anti-congestion policies in Wuhan.On the basis of questionnaire survey,through factor analysis and analytical hierarchy process,publicness measurement model of public policy is created.The model is tested by publicness comparison of "ETC Congestion Charging" with " Vehicles Plate Number Traffic Restriction Measures".This model can also be applied to the pulicness measurement of other public policies.更多还原
