基于主成分分析法的汉江上游山区县可持续发展能力的研究
Study on Sustainable Development Capability of Mountain Country on Upper Hanjiang River with Main Component Analysis
【摘要】 汉江上游是南水北调中线工程重要的水源地,其水质水量直接关系到京津冀地区的生产安全和人民健康,这就决定了沿江山区县的经济发展绝不能走追赶工业化的老路,必须发挥地方生态优势,将生态、经济、社会的平衡与协调发展结合起来。本研究选取经济发展、社会事业、资源环境、创新能力4个子系统共55项指标,建立汉江上游山区县可持续发展评价指标体系。以镇巴、宁强、留坝三个典型山区县2005年-2009年的数据为基础,对评价指标体系进行主成分分析,得到制约汉江上游山区县可持续发展的主要因素,并从构建生态产业体系、建立流域生态补偿机制、提高农民素质、加强政府部门职能等方面提出对策和建议。
【Abstract】 Upper Hanjiang River is an important water source for middle route of south- to- north water diversion project.The quality and quantity of water source affect the production safety and people health in Beijin- Tianjin- Hebei area directly. It means that the economic development of mountain country along the river should avoid old- fashioned industrialization model and must realize coordinated development among ecology,economy and society. This study chooses four subsystems,including economic development,social undertaking,resources and environment,and innovative ability,totaling 55 items to form the appraisal index system. Based on data of 3 typical mountain countries of Zhenba,Ningqiang and Liuba from 2005 to 2009,this paper adopts main component analysis method to analyze the main restricting factors for sustainable development in the target region. Finally,the countermeasures and suggestions are put forward in terms of ecological industrial system,eco- compensation mechanism for watershed,peasantry quality,and government functions.
