【Abstract】 During the twelfths five-year-plan,China will begin new stage that innovation promotes the transformation pattern,which promotes the development at the same time.Confronting with the tremendous tasks of economic transformation and the creation of a new development model,the higher education and institutes are an important force to develop the creation science.In recent years,the research programs and funding have increased significantly for higher education and institutes and become an important source of income.How can we use government research funding effectively and make better as the leading function of national funding which is a vital task for our country to improve capability of creation science.We need to devote much study to manage research funding and make strategies in order to improve efficiency of national research funding and guarantee work smoothly.更多还原
