【摘要】 我国扶贫开发与生态建设的目标和区域间存在高度重叠,需要兼顾减少贫困人口和改善生态环境的双重目标。生态扶贫是新时期一种新的可持续扶贫方式,其目的就是通过加强贫困地区生态环境管理和建设,提高生态系统服务功能和扶贫效益,从而实现社会的可持续发展。该文通过分析宁夏生态扶贫取得的成绩和面临的挑战,提出了宁夏水资源高效利用、生态环境良性循环、生态移民、区域特色产业发展和示范带动五大生态扶贫发展战略。该研究对宁夏建设社会主义新农村和构建和谐社会具有积极意义,同时为其他地区扶贫工作的开展提供了借鉴。更多还原

【Abstract】 Poverty alleviation and ecosystem construction are two important tasks of social development in China.Chinese government has attached great importance to these two tasks and made great achievements since 1980s.Because the poor mainly located in the regions with scarce natural resources,abominable environment and remote geographical condition,the poverty alleviation and ecosystem construction overlap the goals and regions highly.Ecosystem services for poverty alleviation is a new sustainable development approach for poverty reduction,by strengthening local infrastructure building,improving habitation environment to enhance ecosystem services function in poor regions.This paper introduced the achievements,experiences and challenges in ecosystem services for poverty alleviation.And it proposed five strategies to reduce poverty and enhance ecosystem services: the high-efficiency utilization strategy of water resource,the good circulation of eco-environment strategy,optimizing the arrangement of man-power and natural resources strategy,developing regional special agriculture and demonstration.更多还原
