探索“十二五”地方环境保护标准发展之路

【摘要】 从北京、山东、广东等主要省市地方环境标准现状与背景情况分析入手,总结了地方标准的工作难点及存在问题。随后,从区域联防联控协调发展、把握重点环境问题、提升地方标准职能和构建地方环境保护标准体系四个方面讨论了"十二五"时期地方标准的发展思路。

【Abstract】 This article identifies the difficulty and problems of setting up local standards based on the analysis of the current local environmental standards in Beijing,Shandong and Guangdong provinces.Then it comes to discussion about how to develop the local standards for the 12th 5-year Plan period from four aspects: regional joint control and coordinated development,focal environmental issues,functional upgrading of local standards and establishment of local environmental protection standard system.
