【摘要】 目的:明确2009年我国省级区域疾病预防控制工作绩效的基本状况,从区域考核层面验证理论研究的科学性、合理性、逻辑性以及现实可操作性。方法:调查全国32个省级区域的疾病预防控制工作的17个绩效指标,从总体绩效、类别和维度3方面来评价其绩效情况。结果:2009年我国省级区域总体绩效得分74.2分,低于省级疾病预防控制中心的89.1分;平均完成度为62.6%,低于省级疾病预防控制中心的82.1%。其中传染病预防控制完成度较高达到87.0%,而慢病预防控制、运行保障和健康危害监测评价与干预完成度仅为38.7%、58.7%和62.6%。结论:2009年我国省级疾病预防控制区域绩效总体情况相对较差,且低于同级疾病预防控制中心;运行保障尚待加强,慢性病防制和健康危害因素监测需加大重视。更多还原

【Abstract】 Objective: To evaluate the overall performance of regional disease control and prevention at the province level across the country in 2009.Methods: Seventeen performance evaluation indicators of regional disease control and prevention at the province level among 32 provinces were surveyed.Results: In 2009,the performance score of regional disease control and prevention at the province level was 74.2 and the completion degree was 62.6% in average,lower than that of provincial centers for disease control and preventions’(CDC)89.1 and 82.1%,respectively.Among all categories,the completion degree of the control and prevention of communicable disease was 87.0%,while the completion degrees of the control and prevention of chronic non-communicable disease,operation guarantee,health hazard factors monitoring and intervention were only 38.7%,58.7% and 62.6%,respectively.Conclusion: The overall performance of regional disease control and prevention at the province level in 2009 was relatively worse than CDCs’.The operation guarantee measures should be strengthened and more attention should be paid to the control and prevention of chronic non-communicable disease as well as health hazard factors monitoring.更多还原
