【摘要】 合理的水权结构是保证初始水权进行合理分配的基础。构建了科层式水权结构体系,制定了流域、区域、行业部门和终端用水主体4个层级,并明确了行业部门水权的优先序:生活水权、农业水权、工业水权及服务行业水权、生态水权和社会水权。其中,生活水权、农业水权、工业水权和服务行是为期5年的稳定性水权,生态水权和社会水权是为期1年的临时性水权。最后,从用水主体、优先水权、期限水权和比例水权4个角度对各层级进行了界定。更多还原

【Abstract】 Reasonable water right structure can ensure the reasonable distribution of the initial water right.In this paper,the structural system of water right of bureaucratic organization was constructed.Four levels were formulated as follow: the river basins,the regions,the industries and the terminal water bodies.The priority of the department water right was determined as follow: life water right,agricultural water right,industrial water right,service industries water,ecological water right and social water right.Life water right,agricultural water right,industrial water right and service industries water were given the validity of five years that is steady.Ecological water right and social water right were given the validity of one year that is temporary.Finally,the water body,the priority of water right,term water right and proportional water right were defined.更多还原
