【摘要】 目前我国住房保障对象界定,存在界定范围过窄、界定标准不合理与界定结果有效性不足等一系列困窘,相关立法不完善、界定方法不科学、界定主体与界定客体间信息不对称和监督退出机制不完善是导致这些困窘的原因。随着保障性住房建设力度的不断加大,我国应该加快住房保障立法步伐、完善政府职能、明确住房保障对象界定标准、细分收入层次和分配层次和加强对保障对象的动态监管,从而科学准确界定住房保障对象,合理分配住房保障公共资源,促进社会公平。更多还原

【Abstract】 In defining the object of housing security,a series of problems arise caused by imperfect legislation,unscientific defining methods,inadequate supervising mechanisms,information asymmetry between the subject and the object and so on.While increasing efforts to build security houses,China should accelerate the pace of legislation in terms of housing security to improve government functions,clarify the object,their levels of income and distribution and strengthen the dynamic supervision thus making a scientific and accurate definition on the housing security object and achieving a reasonable allocation of the housing security to protect public resources and promote social justice.更多还原
