【摘要】 政府的本质属性和精神卫生服务产品的特殊性,决定了政府应承担精神卫生服务体系建设的主要责任。然而,因我国政府在精神卫生服务体系建设的责任边界不明,导致现行精神卫生服务体系难以应对21世纪我国精神卫生问题面临的严峻挑战。依据市场体制发展规律和政府治理之道,转型期的我国政府在精神卫生服务体系建设中应承担的主要责任包括:提高精神卫生的知晓率,健全精神卫生人权法规,制定精神卫生人才培养规划与政策,把精神卫生医治与康复纳入社会保障体系,根据地域、人口密度与发病率等的关系和现代组织设计理论重构精神卫生服务网络与合理配置精神卫生资源等。更多还原

【Abstract】 The nature of the government and the specificity of mental health services have determined that government takes the primary responsibility of mental health services system building.However,the existing system of mental health services is not enough to deal with challenges of 21 century’s problems of mental health in our country.According to the development law of market institutions and the way of governance,this paper argues that our government is mainly responsible for macro-management and regulation in the construction of mental health services system during the transition period.The primary responsibility of our government consists of increasing the rate of mental health awareness,improving the mental health laws and regulations to protect human rights,drawing up the plans and policies of mental health talents training,bringing mental health issues into the social security system,reconstructing the network of mental health services and rationally allocating resources of mental health according to the theory of modern organization design and the relationship among geography,population density and incidence of diseases.更多还原
