【摘要】 随着行政范式的变迁,公共行政的价值导向发生变化。公共行政应该坚持哪些价值以及如何坚持这些价值是问题的关键所在。对公共行政价值的划分不能简单采取"公平—效率"二分法,而应该从更为广义的角度将其划分为市场价值和公共价值。从转型期的中国行政实践来看,两类价值不会自动走向融合,需要公共价值管理这一新的行政范式予以调解和引导,从而最终实现公共行政价值的强效整合与动态平衡。更多还原

【Abstract】 The public administration value changes with administrative paradigm shift.The most important thing is that public administration should adhere to what values and how to adhere to these values.Public administration value can not be simply divided into two parts——fairness and efficiency,however,it can be divided into market value and public value from a more broad perspective.In transitional China,market value and public value are not automatically going to merge.We need public value management as a new administrative paradigm to guide the future practice of public administration and eventually realize the purpose of their dynamic integration.更多还原
