采煤塌陷区生态环境动态补偿机理与规划实践
Eco-environmental Dynamic Compensation Mechanism and the Planning Practice in Mining Subsidence Area
【摘要】 研究目的:分析降低采煤塌陷地损失的机理,提出动态补偿思想,并结合案例说明动态补偿方法。研究方法:理论和实证研究。研究结果:通过选择适当的补偿时点,动态补偿能够有效降低生态服务损失量,缩短生态恢复的时间,削减生态补偿Ⅱ的投入。研究结论:动态补偿是指导塌陷区生态环境治理的有效方法。
【Abstract】 The purpose of the paper is to propose a dynamic compensation based on the analysis of how to reduce the loss of coal mining subsidence area through case illustration.Theoretical analysis and empirical research are used. Results indicate that the dynamic compensation with proper time selection can reduce the maximum losses,shorten the time span of eco-environment resuming,and decrease the compensation Ⅱ payout.The conclusion is that the dynamic compensation is an available approach for coal subsidence area reclamation.
