【摘要】 从计划体制下通信的极度短缺到改革开放后其超常规发展,重复建设一直是伴随着产业发展的重大问题,反映出资源大量浪费的严酷现实,值得我们追溯历史成因。通过电信产业发展的历史回顾与产业政策演变分析可以看出,重复建设积累与部门利益形成互为因果的关系,同时也反映出了通信管理体制深层次的矛盾。因此,破除部门利益,制止部门间重复建设,必须从体制改革与制度创新入手。打破部门行政垄断,建立独立公正的管制机构,从而引导真正意义上的产业竞争,是解决问题的根本。更多还原

【Abstract】 Excessive investment and redundant construction in the telecommunication industries have been severe predicaments in the expansion from extreme shortage in the central planning system to extraordinary development since the reform and opening up.As this problem results in a large-scale waste of resources in reality,it is worth exploring the historical reason.Through retrospection and policy analysis in this area,it shows there has been a high correlation between accumulation of redundant construction and formation of departmental profit,and this correlation also reflects a profound dilemma in the government regulation system.Founding an independent and impartial regulation mechanism,abolishing the government’s economical benefits,breaking administrative monopoly,and thus introducing industry competition,will be a prompt and intelligent solution to this problem.更多还原
