【Abstract】 The paper elaborates the connotation of relevant public and public participation,the way and the rights of public participation,and then divides the formulation of forest management plan in private system into seven stages:preparation,field investigation,soliciting opinions,public summons,review and amendment,reporting and approving,execution and feedback,at last it points out the concrete patterns and the power expression of the participation among the owner of woodland,trees,forest resource administrator and other stakeholder in every stage.更多还原
