【摘要】 对国内外学者有关水利财政投入研究成果进行梳理,对国外学者在水利财政支出总量、支出结构、支出体系、财政投资主体地位及使用效率,以及国内学者在水利财政支出结构、收入机制、资金管理与绩效等方面的研究成果进行评述,指出其中之不足,提出对我国水利财政进行实证研究,完善水利建设财政政策的建议。更多还原

【Abstract】 The research outcomes of financial investment into water conservancy by worldwide scholars were reviewed.The relevant evaluation was made.It was put forward that based on the pervious research basis,to summarize the evolution of financial policies of water conservancy since 1949 was urgently necessary to the following aspects: empirical studies on the current water conservancy finance,full knowledge of farmers’ expected value for governmental investment into rural water resources by field investigations,systemic researches,combination with the new situations of social and economic development in China and provision of perfect financial policies for water resources construction.更多还原
