【摘要】 地下管线是城市赖以生存和发展的生命线,保障地下管线安全高效运行关系重大。20世纪末以来,国内推进城市地下管线信息化建设,不断健全完善相关法规,引进、推广先进技术和管理经验,对于提高城市地下管线管理水平,保障城市地下管线安全高效运行,发挥了积极作用。但是,由于管理、技术等原因,导致各类人为的地下管线事故仍时有发生,城市地下管线安全形势依然严峻。加强城市地下管线的有效监管和立法,健全有关技术标准,大力推进行业技术进步,是今后面临的主要任务。本文在总结过去工作经验基础上,全面分析了目前我国城市地下管线的安全形势,对如何保障城市地下管线安全提出了建议。更多还原

【Abstract】 Underground pipelines are called city’s lifelines which are one of the city’s critical infrastructures for the survival and development,to ensure safe and efficient operation of underground pipelines are at stake.Since the late 20th century,urban underground pipelines informatization have been promoted in China’s mainland,the management of urban underground pipelines were constantly improved through perfect the relevant laws and regulations,the introduction,popularization of advanced technology and management experience,and it is played an active role for improving to ensure safe and efficient operation of urban underground pipelines.However,kinds of man-made underground pipelines accidents are still occurred by the management,technical and other reasons.The urban underground pipelines safety situation is still grim.Strengthening the effective regulation of urban underground pipelines and legislation,improving the relevant technical standards,vigorously promoting technological progress are facing in the future.Based on the past experience and comprehensive analysis of the current safety situation of urban underground pipelines,countermeasures and suggestions are gived in this paper.更多还原
