【摘要】 本文以TD-SCDMA技术的演化为例,剖析了新兴技术演化过程,揭示了政府政策在各个演化阶段中对技术要素和配套环境要素的作用机理。本文得出的结论是:新兴技术有其自身的演化规律,政策应针对具体的新兴技术发展提供其特定的微观环境;政府政策应以过程为导向,并根据新兴技术的演化规律不断调整,这是一个不断学习不断适应的过程。更多还原

【Abstract】 Based on the case study of TD-SCDMA technology evolution,this paper analyzes the evolution process of emerging technology and reveals the mechanism how government policies affect technical elements and relative environment in each stage of evolution.The conclusions are: as the emerging technology has its own evolution rules,the government policies should build a specific micro-environment for the development of emerging technology,and should be process-oriented and constantly adjusted according to the rules,which will be a continuous adaptive and learning process.更多还原
