【摘要】 实施土地"招拍挂"制度,有利于加强政府对土地一级市场的宏观调控管理,完善土地出让制度,建立以供给引导和制约需求的新机制,促进土地资源可持续利用。但也存在使地价上涨过快、幕后交易、腐败串谋、暗箱操作、土地隐性市场等问题。为此,应对现行土地招拍挂制度进行调整和改革,从而促进土地资源的可持续利用。更多还原

【Abstract】 The system of public bidding,auction and listing of land is conducive to strengthening the government’s macrocontrol management for land market,and improving the land transfer system,establishing the new mechanism of supply-leading and demand-restricting,promoting the sustainable use of land resources;but some problems can not be neglected,such as land price rising excessively,back stage deal,corruption and collusion,dark business,recessive land market.On this account,the paper suggests that the current system of public bidding,auction and listing of land should be adjusted and reformed so as to promote sustainable use of land resources.更多还原
