关于完善高校教师评聘制度的思考

【摘要】 高校教师评聘制度对高校师资建设具有重要意义。制定该制度的初衷是运行评聘结合的体制,但在实际运作中评与聘的关系一直未能理顺,产生了以评代聘、评聘分开和评聘结合等不同方式。文章从观念认识的偏差、岗位设置环节的缺失以及高校教师行业的特殊性等方面分析造成评聘关系混乱现象的原因,并提倡以岗位管理和聘任为基础的高校用人制度。

【Abstract】 An engagement system of teachers is very important to the establishment and healthy development of university education resources.This system was originally conceived to be based on both technical assessment and post appointment.However,the relationship between these two principles is always unclear in practice,which results in various methods,such as "assessment as appointment","independent assessment and appointment",and"synthesized assessment and appointment".This article analyzes the reasons of the confusion from the difference of acknowledgement,the lack of post setting,and the professional particularity of university teachers.A personnel system based on management and appointment of position is then promoted.
