【Abstract】 Based on the analysis of the status quo and problems in the system of water-saving society in Siping City,a framework for the system water-saving society was designed according to its inherent and management requirements and the hierarchy of laws and rules. Combined with the practices in Siping City,a set of complete framework for the system of water-saving society in Siping City was established.
