【摘要】 村民自治是中国农村实现直接民主的基本制度。课题组对河北省邯郸、保定、唐山等地区部分农村村民自治情况进行了调查,发现农村基层民主建设中存在着村民自治权与国家基层政权之间的矛盾,村民委员会与村党支部之间的关系不顺畅,村民自治权异化等方面的问题。通过分析河北邯郸武安市农村"一制三化"的成功经验,认为完善选举制度,理顺两委关系,落实民主决策、民主管理、民主监督制度是农村实现直接民主的关键。更多还原

【Abstract】 Self-governance of the villagers is regarded as the fundamental system of Chinese rural democracy.An investigation is performed in Handan,Baoding,and Tangshan of Hebei province.Result shows that the autonomy of villagers contradicts with the basic national power,and that the villagers’ commission is not harmonious with the Party branch.The paper centers on the experiences of Wu’an of Handan in "one mechanism and three steps".Electional system together with democratic policy,administration,and supervision are the key to the rural direct democracy.更多还原
