【摘要】 整体性治理与协同型政府改革相互辉映,西方国家的协同型改革实践,逐渐完善了整体性治理的理论解释框架和制度化策略。整体性治理下的政府改革,是政府再造过程的系统体现,包括政府的治理理念、组织结构、运行机制和服务方式等方面的整体性策略。但是,其在中国的实践还应与中国政府改革的本土实际结合,以型构中国特色的整体性政府改革框架。更多还原

【Abstract】 The holistic governance and joined-up government reform are interdependence. The theoretical framework and institutionalized strategies of holistic governance are improved by the practice of joined-up government reform in western countries. In the guidance of holistic governance,the government reform is the process of government reengineering,which contains holistic idea,holistic organization structure,holistic operating mechanism and holistic service mode.However,the practice of this theory in China should be combined with domestic facts,so as to build the holistic frame of government reform with Chinese characteristics.更多还原
