【摘要】 建立科学的评价指标体系有助于准确评价节水灌溉工程的可行性以及效益、作用,从而为项目决策提供科学依据。研究以甘肃省1996年以来完成的77个节水增效示范工程为评价对象,从节水灌溉内涵出发,在全面分析基础上,通过采用层次分析、成功度等方法构筑出6层次、16类、70项单因子指标的节水灌溉后评价综合指标体系,该体系包括了项目执行过程、运行管理机制、技术适应性、社会影响、环境影响、国民经济效益和财务分析、目标与可持续等全系统的综合评价,并进行了实例分析,为节水灌溉项目的后评价提供了新途径。更多还原

【Abstract】 Construction of scientific evaluation indexes system is helpful to exactly evaluate possibility and effectiveness of water saving irrigation project and to provide scientific basis for programming.Taking 77 water saving irrigation projects,which were built from 1996 in Gansu province,as evaluation objects,the synthetical indexes system of post evaluation,which consists 6 hierarchies,16 kinds and 70 single-factor indexes,was built through Analytic Hierarchy Process and success degree evaluation.The system included synthetical evaluation of implementing process,management system,technique adaptability,environmental and social influence,economic benefit,financial analysis effectiveness and sustainable development.Moreover,the system was applied to actual example analysis.The research results provided a new approach for post evaluation of water saving irrigation project.更多还原
