【摘要】 环境生产要素是一种独立参与企业生产的资源形式,人类在对其不断加深认识的同时,也在探索合理的管理模式。当前,环境生产要素管理在全世界范围内遇到了产权问题的困扰。经过分析,提出环境生产要素应当归国家所有,政府在管理环境生产要素时可以借用租赁理论将排污权的使用权让渡给厂商,并允许厂商之间进行租赁权的转让。租赁理论的引入可以使排污权交易制度走向规范化和法制化,以利于环境生产要素管理市场化的顺利进行。更多还原

【Abstract】 Environmental resource is a kind of independent resource employed in the business production.The public management of the resource meets with the disputes of property right worldwide.This paper argues that state owns the right of the environmental resources,government may enforce leasing regulations to businesses together with pollution emission tradings.This may enable the management of environmental resources to be legalized in line of marketing economy.更多还原
