【摘要】 《浙江省建设项目选址论证报告编制技术规程》,是首部针对建设项目选址论证报告编制的省级地方性技术规范。本技术规程系统地梳理了国家和地方60余部相关的法律、法规、规范、标准,规范了建设项目选址论证报告的分析内容、成果要求、编制程序等技术规定,创新了传统技术规范编制体例、技术思路和方法。针对九大类建设项目,本技术规程分别提出了项目条件分析、规划符合性分析及选址合理性分析等相关技术指标。在确定建设项目符合相关城乡规划的基础上,选址论证分析突出以"合理性分析"为主体内容的论证分析要求,即:工程建设适宜性分析、设施配套分析、景观环境影响分析、社会影响分析、交通影响分析、历史文化影响分析、项目安全性分析和建设用地需求分析等八大项分析内容。更多还原

【Abstract】 Zhejiang Province Compiling Technical Guideline for Verification Report of Site Selection of Development Projects is the first local technical criterion at provincial level aiming at the compilation of site selection report for development projects.By examining more than 60 laws,regulation,standards at national and provincial levels,the guideline standardizes the contents,final documents and compiling procedure of the report and reforms the format,technical route and methods of traditional compiling criterion.It presents related technical indicators from the aspects of condition analysis,planning suitability analysis and site selection reasonability for nine categories of development projects.It argues that the site selection report should emphasize the rationality analysis in contents including construction suitability,supporting facilities,landscape and environment impact,social impact,transportation impact,historic and cultural impact,safety and land requirements and so on.更多还原
