【摘要】 基础设施项目的建设与可持续发展有着密切的联系。可持续性发展的原则应用于基础设施建设中要求社会、经济和环境方面的统一和平衡。研究认为在基础设施建设中应用公私合作制(PPP)模式能推动可持续发展的实践,并以可持续发展的原理为基础,建立了评价基础设施建设中应用PPP模式的有效性模型。在这个评价模型中,采用专家打分法,考虑政府和私人在PPP模式中的参与程度,对基础设施项目可持续性评价指标体系中各个指标进行打分,并对得分进行不确定性分析,以期望值表示专家意见,从而得出项目的可持续性表现得分值,以此确定PPP模式项目的效益值。更多还原

【Abstract】 The development of large infrastructure projects has important impact to the implementation of sustainable development principles.The promotion of sustainable development principles in the process of infrastructure developments requests for the balance between social,economic and environmental performances.This paper suggests the application of PPP models in developing infrastructure projects can contribute to the promotion of sustainable practice.An evaluation models is developed for evaluating the effectiveness of using PPP model for developing an infrastructure based on the principle of sustainable development.The model is built up on the identification of the key indicators and factors affecting the sustainability performance in the process of developing infrastructure projects.Consideration is also given to the effects of contribution proportion between private and public sector in the application of PPP on the sustainability performance of infrastructure projects.By using the model,a sustainability score can be calculated to measure the level of sustainability performance in developing an infrastructure.The calculation process incorporates the inputs and judgments from experts.This score can be used to assess the value of the projects to be evaluated.更多还原
