【摘要】 我国对民族地区概念有两种解释:一是少数民族聚居地区;二是少数民族自治地方。然而在现实中,"少数民族聚居地区"没有具体的人口比例标准;"少数民族自治地方"又不能等同于民族地区。因此,有关部门可否在保持现有自治地方设置不变的前提下,对民族自治地方的行政体系进行改革,把现有的平面分布结构变为一种立体分布结构,使其成为一个逐级隶属的自治行政体系,也就是按照既定的人口比例标准在自治区下逐级设置自治地方。同时,按此标准对现有自治地方进行民族地区与非民族地区的区分,这样才能使民族区域自治具有更加实际的意义。更多还原

【Abstract】 There are two explanations about ethnic minority regions,one is ethnic minority compacted community,the other is ethnic minority autonomous region. However,in reality,there is not a concrete standard of proportion of ethnic minority population that is so called ethnic minority compacted community while ethnic autonomous region is not equal to ethnic minority region.Therefore,the department concerned is expected to undertake reform to the administrative system in ethnic autonomous while maintaining the present establishment of existing autonomous regions.The plane distributed structure should be changed into solid structure and forms an autonomous administrative system that has the ability of governing level by level.That is to say,autonomous region should be established according to the proportion of ethnic minority population,and then autonomous district or county accordingly,still then,even autonomous township and so on.At the same time,autonomous region and non-autonomous region should be compartmentalized according to the standard so as to make ethnic autonomy has practical meaning.更多还原
