【Abstract】 In the process of emissions trading,a common problem is that supervisory mechanism of pollutants discharging is insufficient.Through the analysis of the selection of the supervisor and motivation during the supervision of emissions trading,we point out that by means of establishing specialized environmental monitoring consulting company,converting the administrative function of environmental protection department and opening the emissions trading information,the relations of the government and the market in emissions trading market can be straightened up,the environmental monitoring market can be broadened and the channels for the public’s participation in environmental protection can be expanded.更多还原
