【摘要】 目的了解2003年至2006年3年来不同级别卫生监督机构卫生监督检查能力的变化情况。方法采用系统抽样的方法,调查全国省市县各级卫生监督机构卫生监督检查工作的开展情况和职能落实情况。结果(1)3年来,省级卫生监督机构卫生监督检查覆盖率、户均卫生监督检查频次略有降低,分别为-2.3%和-0.9%,市县级监督检查覆盖率、户均卫生监督检查频次卫生监督员人均现场检查天数均明显增加;(2)2006年市级卫生监督检查职能的平均项目开展比例较高,为63.3%,省级项目开展程度和项目完成度相对较高,分别为77.6%和46.8%。结论3年建设前后省级卫生监督机构卫生监督检查工作的开展状况变化不大,但市县、级却明显增加,卫生监督检查职能开展情况不容乐观。更多还原

【Abstract】 Objective:To understand the changes on health supervision and inspection capacity of health inspection institutions at different level from 2003 to 2006.Method:Use systematic sampling survey to investigate the developing and fulfilling situations of the health supervision and inspection of three layers of health inspection institutions.Results: (1) In the past three years,the coverage of supervision and inspection(-2.3%)and the monitoring frequency per household(-0.9%) of health inspection institutions at provincial level has decreased slightly,the coverage of supervision and inspection,the monitoring frequency per household and the day on spot inspection per supervisor at municipal congress and county-level city has increased obviously.(2) In 2006,the average developing proportion of health super- vision and inspection items(63.3%) of municipal congress institutions of health inspection is higher than others,the average developing level of items(77.6%) and the average fulfilling degree of items(46.8%)at provincial level is relatively high.Conclusion:During three-year construction in China,the status of health supervision and inspection of municipal congress institutions of health inspection is not clear,but the changes of municipal congress and county-level city are obvious.The developing state of items of health supervision and inspection is not satisfactory.更多还原
