【摘要】 可持续发展的原则应用于基础设施项目的建设中要求社会、经济和环境表现得平衡与统一,因此对基础设施项目的评价其实质应该是对项目进行可持续性评价。目前相关研究中缺乏在项目决策阶段进行可持续性评价的指标。根据对基础设施项目可行性评价因素的研究确立项目在可行性研究阶段的评价指标,这些指标包括经济、社会和环境表现指标。通过对不同组织机构的专家进行问卷调查,对项目评价指标的重要性指数进行统计分析,从而识别出重要的指标。采取计算指标间的相关系数的方法剔除相关性强的指标,建立基础设施项目可持续性评价的指标体系。更多还原

【Abstract】 Promotion of sustainable development is to pursue balance between social,economic and environmental performance in implementing infrastructure projects.Evaluation of the feasibility of infrastructures projects should be based on the sustainable development principles.Project feasibility should be assessed by project sustainability.Nevertheless,existing studies provide little guidance on the method of assessing project sustainability.The factors for assessing the sustainability performance of infrastructure projects,classified into economic,social and environment performance factors,are established.The significance index of these evaluation factors is analyzed and established by using statistical correlation technique.The data used for the analysis are from a comprehensive questionnaire survey.更多还原
