【摘要】 本文回顾了义务教育免费政策的发展路径,客观准确地描述政策文本,追溯了免费政策的价值负载,预测了"后免费时代"的发展走向。城市义务教育"后免费时代"的政策目标是教育均衡发展和"办人民满意的教育"。因此,需要把提高义务教育质量、消解"择校"困境、提供多样化的选择、完善进城务工人员随迁子女义务教育后续政策等作为政策变迁的选择。更多还原

【Abstract】 The cost-free policy of urban compulsory education has been executed since the autumn semester of 2008.As the objective of education policy analysis,it is necessary to review the route of free education policy,describe the document accurately,explore the value-laden and predict the developing trend of free policy era which aims at balance development of education and offers satisfied education to people.However,the fact we confront is the unbalanced distribution of education resources.Therefore,some subsequent policies should be carried out:such as improving the quality of compulsory education,solving the dilemma of "school picking" by supplying multiply selections and guaranteeing educational rights of children who are transferred with their parents from rural area and so on.更多还原
