【摘要】 行政规则是指行政主体为了规范行政机关的内部秩序或运作,对下级行政机关及其所属公务人员所发布的并不直接对外发生法律效果的抽象性规定。尽管行政规则用于规范内部行政相对人,但其具有外化并影响行政相对人合法权益的可能性。目前,我国缺乏规范行政规则的法律法规,行政主体制定行政规则缺乏程序制约,立法随意性较强,这不利于人权的保障和依法治国的实现,必须对此现状加以改变,确立统一的行政规则程序控制标准。更多还原

【Abstract】 Administrative regulations refer to abstract regulations formulated by the main administrative body to regulate the internal order or operation of administrative departments,which are released to subordinate administrative departments and personnel and have no legal effect to the outside.These rules may externalize and affect the legal rights and interests of the people to which the administrative regulations are directed.At present,China lacks legal regulation pertaining to administrative regulations.So unified procedural control standards must be established to regulate administrative regulations.更多还原
