【摘要】 切实保障农民权益是党的十七届三中全会通过的《关于推进农村改革发展若干重大问题的决定》的重要内容,当前,必须从权利上认识我国农民问题。当代中国农民权利问题可以从两个方面进行认识和理解:一是从职业上说,农民的权利问题核心在于土地权利;二是从身份上说,农民的权利问题关键在于平等权利,土地权利是农民最基本最重要的财产权利。农民的其他各项权利都可以从上述两个方面推导出来,这两个方面的权利可归结为公民权利。在农村改革发展中,为切实贯彻保障农民权益这一重大原则,迫切需要创新保障农民权益的体制机制。更多还原

【Abstract】 Farmers’ rights protection constructs the main content of the Decision of Several Issues related to pushing the Rural Reform and Development,which was established in the third conference of 17th CPC’s national meeting.It is very necessary now for us to undertake the farmers’ issue on the basis of right.We can understand the farmers’ issues from two points: One is from occupational approach,in which farmers’ right should mainly be focused on the land right;the other is from social status approach,in which the equal right should be regarded as key point.In a word,the land right is the most important and essential part of farmers’ rights.Any other kind of farmers’ right can be deducted from foregoing two points,and both of the rights can be regarded as the right of citizenship.In order to reinforce and effect the protection of farmers’ right,we need badly to create new mechanisms of farmers’ right protection.更多还原
