【Abstract】 The land banking has been the main means for China’s city governments to manage a city.The city governments have the internal impetus to carry on land banking,but the land earnings and tax revenue have a certain substitution effect.From the respective maximum income of city governments and enterprises,urban land banking can achieve the economically sustainable development only based on the participation constraint of both governments and enterprises.The research shows that the conglomeration effect is necessary for the sustainable development of urban land banking.更多还原
