基于汇水单元的甬江流域水污染物排放总量控制研究

【摘要】 本研究以宁波市甬江流域为例,以G IS技术辅助流域水污染控制规划,根据水环境功能区的水质目标,通过建立污染源-水环境质量的输入响应关系,对甬江流域数字高程模型(DEM)进行数字地形分析,得到甬江流域的模拟河网和流域汇水图,构筑了水污染控制单元,作为水环境容量核定和总量分配的基本工作区域。并在此基础上探讨了甬江流域的主要水污染物化学需养量(COD)总量控制分配原则,提出了排污许可量核定定量程序,为甬江流域实施排污许可证制度提供科学依据。

【Abstract】 Using-GIS aid to water pollution control planning of river basin in the case of Yongjiang valley,Ningbo City.The corresponding of water environmental function region-sewer outlets-land conflux area was built using overlay based on GIS.Therefore,the water control cell was set up as a basin work cell to calculate environmental capability and distribute total amount of drainage water pollutant.After discussing the allowing principle of control total amount for COD,one of the main pollutant in Yongjiang river basin,a process of calculating allowable pollution load into water control cell was proposed,and which was the basis principle for developing discharging permit system in Yongjiang river basin.
