【摘要】 通过国家专利检索网查询相关专利信息并进行统计分析,比较验证科技支撑计划中标者的前期研究基础和水平。结果显示,135个课题中标人中有60人先后获得过国家授权专利288件,其中发明专利71.53%,职务专利80.21%,首位发明设计人专利占61.83%,与中标课题专业一致性达88.89%。证明部分课题中标人的确具有坚实的前期研究基础、经验与学术影响力;但同时发现国家重大科技计划立项评审管理工作尚存在一些问题,有待改进和完善。更多还原

【Abstract】 In order to evaluate the pre-study foundation of the patent bidders winning the items of the National Population and Health Technology Supporting Program during the 11th Five-Year Plan Period,the patent bidders were statistically analyzed based on China Patent Information.The results showed that 60 of the 135 bidders achieved 288 patents.Of them,71.35% were invention patents, 80.21% were duty patents,and 61.83% were achieved by the first patent designer.The ratio of consistency of the subject of the patents with the specialty of the bidders was 88.89%.So,some of the bidders had the strong pre-study foundation,experience,and academic impact.However,the evaluation management of approval of the nationally giant scientific and technological projects should be improved and perfected.更多还原
