环渤海区域劳动就业状况研究

【摘要】 环渤海区域第二产业的迅速发展提供了大量的就业岗位,但第三产业吸纳劳动力的能力有所下降。从劳动力供给来看,城市劳动力供给趋于减少,农村劳动力供给上升;劳动者身体素质不断提高,但文化素质结构发展不平衡。从劳动力需求来看,三次产业的就业弹性波动较大,第三产业存在进一步吸纳就业的潜力,但吸纳就业的空间并不乐观。对环渤海区域劳动力需求和供给的预测表明,到2020年,该区域劳动力供求差额状况很大程度上取决于经济增长的速度,提高第三产业就业弹性、促进中等教育和高等教育均衡发展,是环渤海区域尤其是山东、辽宁和河北三省解决就业问题应努力的方向。

【Abstract】 As the economy develops,the state of employment in the Bohai-Rim region improves.Though the rapid development of the secondly industry creates a large number of employment opportunities,the ability to accommodate worker force of the tertiary industry declines.From the aspect of labor supply,we can see that labor supply in cities decrease while labor supply in rural area increase.The corporeity diathesis of laborers improves continuously,but the structure of cultural quality develops imbalance.From the point of labor demand,we can see that the employment elasticity of the tertiary industry fluctuates widely.Though the tertiary industry has potentiality of accommodating worker force,the accommodating space is limited.The forecast of labor supply and demand in this area shows that the gap between labor demand and supply largely depends on the pace of economic growth until 2020.The new orientation in the future for Bohai-Rim region,particularly in Shandong,Liaoning,Hebei three provinces,is to improve the tertiary industry employment elasticity and promote secondary and higher education balanced development.
