【摘要】 本文通过对广东省陆丰市西南镇青塘村的调查研究,分析了该村土地经营流转的历史变迁和村里青壮年劳动力大量外出务工所带来的劳动力短缺和土地撂荒等问题,认为农民外出务工、农村劳动力向非农产业转移、土地经营权流转是大势所趋,关键在于正确引导。最后,笔者针对家庭联产承包制与土地经营权流转、农村劳动力短缺问题,提出了一些政策建议。更多还原

【Abstract】 Based on the survey of Qingtang Village,Xinan Town,Lufeng City in Guangdong Province,this paper analyzes the historical changes of land circulation in the village and the social cause why the young labor work outside.It therefore brings about the labor shortage and much uncultivated land.The author considers that the presents working outside the home and rural labor transferring to non-agricultural industries are a major trend.the key lies in how to guide them.At the end of the paper,it discusses the problems of the household contract system and the circulation of land management,and the rural labor shortage.Finally,this paper concludes with a number of policy recommendations.更多还原
