【摘要】 在国家安全体系中,国家政治安全是核心,国家文化安全是前提,国家经济安全是基础。对国家经济安全问题的研究要避免泛化,应限定在由于外部冲击所可能带来的国内经济运行的风险上。研究国家经济安全问题应遵循“从外部着眼、从内部着手”的原则,从时间导向的经济安全、空间导向的经济安全、问题导向的经济安全、主体导向的经济安全和外生导向的经济安全等维度进行研究和探讨。我国国家经济安全是指通过加强自身机制的建设,使我国经济具备抵御外来风险冲击的能力,以保证我国的经济在面临外在因素冲击时能继续稳定运行、健康发展。研究的重点应放在“过程的经济安全”上,即国家的经济安全问题的发生是需要通过内部的一定传导机制的作用才能真正威胁到国家的经济命脉的。我国应实施“积极而稳健的国家经济安全战略”。更多还原

【Abstract】 National security is a system.National politics security is the core of the system,national culture security is the precondition of the system,and national economy security is the base of the system.Firstly,the scope of national economy security should be restricted to such an extent that the researchers only discuss the risks of national economy brought by external shocks.We should study the risks from outside and resolve the problems from inside.Besides,national economy security should be discussed through the following dimensions: time orientation,space orientation,problem orientation,subject orientation and extern orientation.We refer China’s economy security to the ability to protect itself from external shocks by strengthening the construction of its mechanism,which can guarantee the stable development of national economy.National economy security is a process,in which the level of national economy security will progressively decrease and economic development is threatened after external shocks transmit inside mechanism.At last,national economy security strategy of China should be both positive and steady.更多还原
