【Abstract】 With rational calculation of revenue and cost,multination corporations decide to invest in China.Under the policy of making technology by market,the overflow effects of Foreign Direct Investment are becoming on the low level and be internalized by themselves while domestic investment can be crowded out by FDI to some degree.The cost of the policy is too expensive and its revenue is uncertain.So the policy of FDI should beyond making technology by market.With scientific methods and rations,the administration should carry out industrial policy to support domestic firms to research and develop.更多还原
