【摘要】 2007年上半年,在经济强劲增长的拉动下,能源需求以较快的速度增长,但在各种因素的共同作用下能源供需基本平衡。预计下半年能源生产和消费快速增长的势头难以转变,通过努力,供求依然可实现总体平衡,但节能减排、能源安全和气候变化压力巨大。为此,我们建议,继续加强宏观调控政策,抑制不合理的能源需求,使能源供应与环境协调发展;积极推进电力结构调整,利用价格的杠杆作用合理用电和节电;加强对煤炭行业的调控力度,保障其可持续发展;稳步推行天然气价格改革,促进我国天然气健康快速发展;通过进出口税收政策,合理配置和利用国内外能源资源。更多还原

【Abstract】 In the first half year of 2007,energy demand has been increasing at a relatively high rate along with strong economic growth.However,a general balance of energy supply & demand has been achieved under the co-function of various factors.It is predicted that the trend of fast increase of domestic energy production & consumption would be still hard to change in the latter half year of 2007.By various efforts, energy supply and demand is able to achieve an overall balance,but there are more challenges on energy conservation, emission reduction, energy security and climate change. It is suggested that we should continue to strengthen macro-economy control policy, restrain the unreasonable energy demand, to develop energy supply and envi-ronments in harmonic way, to actively promote the optimization of electric power mix, to reasonably use electricity and save electricity through price leverage, reinforce the regulation & control on coal industry for its sustainable development, to steadily push the reform of natural gas pricing for the healthy and rapid devel-opment of China’s natural gas industry, to allocate and utilize domestic and overseas energy resource through taxation policy of import & export.更多还原
