【摘要】 再生资源回收政策是一种公共政策,是循环经济发展的重要保障。文章依据公共政策评估的基本原理对日本的再生资源回收政策进行了综合评估。结果表明,日本的大部分再生资源回收政策取得了良好的效益,并且效率性愈来愈高,但是缺乏公平性。然而就整体而言,现行的再生资源回收政策的实施促进了回收系统内部形成不断节约成本和提高效率的良性发展机制。更多还原

【Abstract】 The paper conducts a overall evaluation of Japanese policies on recovery and recycling regenerative resources in accordiance with the basic principles of public policy evaluation.The result shows that the most policies in Japan obtain good benefits with high efficiency,view the situation as a whole,the current policies have promoted the formation of good development mechanism that continual reducing cost and increasing efficiency inside the recycling system.更多还原
