【Abstract】 120 years ago,Woodrow Wilson published his paper The Study of Administration,which indicated the birth of public administration and was also the inevitable result of modern political development.During the theoretical and practical development of public adminstration in the 20th cemtury,the basic thinking in Wilson’s paper is a primary theme for public administration.All the theoretical thinking and practical arrangements about public administration should be considered under the framework of politics/administration dichotomy.However,Wilson’s effort stands for the political civilization in industrial society.When we walk towards post-industrial society,a new theory and its practice about public administration also begins to embrace its new era.更多还原
