解决百姓指责、医院委屈、媒体聚焦问题:医改的基础与近期目标

【摘要】 我国医疗服务供、需和组织三方处于强烈不满、相互指责的状况,另外,媒体的负面报道推波助澜,使得医疗卫生事业社会形象低下、医患信任程度剧降、纠纷和冲突频发,医务人员的执业环境恶化。同时,医院和医务人员对政府的抱怨日益加重,认为一切都是政府主导的医疗服务补偿机制所致。2005年随着看病贵等问题与医改挂钩,社会的指责正逐步聚焦政府。毫无疑问,任何类似看病贵等问题演化为严重的社会问题,必然是政府所拟定的政策存在问题。政府已意识到问题的严重性并承诺解决,然而,匆忙应对的新一轮医改能否解决医疗服务供、需和组织三方的问题,令人担忧并有待关注。
【Abstract】 The providers,consumers,organizers of the health system are in unbalanced and dissatisfied sta- tus in China.Moreover,under the public pressure of mass media reports,the social figure of doctor descends while the medical friction rises.Meanwhile,doctors also blame to the government for the unreasonable medical compensa- ting mechanism.Since the problems such as overly expensive medical services were linked to medical reform in 2005,social complaint has begun to focus on government.Undoubtedly,every problem rises to social problem, which means there were defects in policies.The government has wakened up to the severity of the problems and has promised to solve them.However,whether it can be solved by medical reform is uncertain yet.
